Possibly just a publicity photo or maybe an extension of there one scene alone. I think it's likely one of them would've pulled away right after this part.

It could have been filmed then dropper as to not to slow the plot down. It was irrelevant to the story and unnecessary. On the other hand, the director didn't delete all the traces of that subplot which they normally do when possible if it was dropped. We still see her making a move towards him while he was sitting in a chair and the kiss. Also later he had us believe that Hunter also thought it had happened twice (no, three times) which could have been cut out. So, my idea is that the director left it open for interpretation in purpose as later even Weaver denied it once she heard of his death and handled it unlike someone who had any romantic or sexual connection to the person just short time prior.
