Too easy? Ok Rath could have simply requested the bank to have the money available by a certain time (if needed, pay the bank an extra fee to count the money faster). Then he waits till Bain comes into the bank, they have their little chat, and then after Bain walks out of the bank, wait a few seconds, and then quickly leave the bank and he would have been free.
Or if the bank couldn't arrange to have the money prepared faster then just wire the money to another bank. It's possible he might have to pay another withdrawal fee but it still could have been done.
I know I know, then there wouldn't have been any resolution at the end but it's something that I would have done!
Those are very good points you brought up, but I'd like to play the devil's advocate here and try to counter them with as much logic as I could.

This is what the gun Rath gave Electra is for, to kill Bain in his unawareness. It is also unlikely Rath would be able to plant the bomb at the exact spot Bain would be. If the bomb went off and missed Bain, it'd attract attention, cause Bain to run away, and basically ruin everything.

It'd also be incredibly risky for Rath to walk out after Bain since he might have hidden a handgun somewhere (which he did, in the bush). It'd be best to wait till he get back to the window position, where Electra is standing waiting.

I have a feeling Rath chose the bank because it's involved in fishy business. We can also see the bank handling unusually large chunks of money; asking for a fifth of the withdrawal sum; and taking the disc in return as if they'd been used to being a middleman for those transactions.
That being said, Rath probably did not have many options where to receive his money.

I'm sure if Rath said to the bankers, "I will pay you an extra $50,000 if you can have the money counted and ready by 3 o'clock" that they would have been able to do it. Then as Bain walks out of the bank Rath would be watching him by the door. Of course Rath shouldn't walk out immediately after Bain walks out. Wait until Bain goes back into the hotel. Then Rath can escape in a taxi he had waiting for him.

Did they even have the money to go to a local black market arms dealer to buy explosives and detonators?

They already count the money as fast as possible, either by hand or electronic device...whatever the method used. Extra cash cant change that.
