I think most people who loved Blackadder would love Thin Blue Line. But as people have pointed out, Rowan Atkinson's character is very different, but I wouldn't say less funny.
Blackadder, because of his insults and sarcasm, make him instantly funny, whereas in the Thin Blue Line I think you have to get to know the character of Raymond to appreciate how funny he is. And to be fair, he does have quite a few Blackadder-ish lines and insults - usually directed towards Inspector Grim.
Constable Goody is like George from Blackadder, only times 10!!
Habib is a great character. She is the normal one (in a sense, SHE is the blackadder, although she's not mean). So she often pokes fun at all the others, especially Raymond (Rowan).
Thin Blue Line, in my opinion, has a wider range of characters than BlackAdder, and because of this is takes longer to adapt to the humour of the show, because it requires getting to know the individuals.
But the writing is just as clever, witty, and silly as Blackadder... if not more so.
