Why do they always add some random juvenile onto these shows?

They did the same thing with Family Matters. They decide to take in some juvenile.

Religion is regarded by the common people as true, by the wise as false, and by rulers as useful.

Yeah, it's always some kid who gets in trouble or somebody's companion. It's usually to add someone new to the show in teh absense of one of the main children. It could be a cousin like on the Cosby Show too. They probably also want to show viewers someone who's from a different walk of life.
