Was "An Old Story" based in the future?

Well they had virtual reality games(even if the head set looked terrible, though maybe not as bad as the Virtual Boy.) Only thing close to VR games back in 95 were on the Virtual Boy or the even worse Tiger console that went over one eye. Was this meant to be in the future?(or what they thought the future might be like?)
Though looking at what they had on the TV screen I'd say I was just as well off with my Megadrive. Which raises another question, why does a Virtual Reality game need a TV?

They just put that in there as a joke. It's a kids' show, I don't think that the producers were worried about how realistic their virtual reality game looked. The game itself isn't real, it's just a video clip from the "Welcome to camp Nightmare Part 1" episode, and the two boys are wearing goofy-looking helmets that are supposed to look like they're connected to the TV. The idea of virtual reality has been around for decades, way before Goosebumps was ever around, it's just that it isn't actually real.
