Was Howard Payne planning to kill Jack?

I am asking this because it's obvious that he was planning to blow up the bus after he got the money. Remember that in the end he said that a bomb was made to explode? So that means that his intention was to blow up the bus after he got the money. And Jack was in the bus. Was he planning to kill Jack all along?

I think it was more a case of him not caring whether Jack would live or not. He wasn't really out to kill him, but he probably did expect him to do everything to save the passengers.
