shareOk. But how would this help the cops find Payne? Would the cops ask everyone in the city to call them when they found a man with purple paint of his face? Also, the skin is always renewed therefore the paint would eventually disolve.
shareThe main reason for the ink is to make the money useless. Payne cannot spend it. And yes, after a week or so, the paint will no longer be on him, but he has to hide for all that time. If anyone sees him, they might call the police. It does not guarantee he will get caught, but it helps.

shareBanks do this all the time to robbers. Also, ever notice that plastic thing stores put on nice shirts or shoes that the clerk has a special tool to remove as you're paying for it? It's full of ink, and if you try to remove it without the right tool, it will ruin what you bought.
1)The paint ruins the money, making it worthless.
2) It's incredibly difficult to wash off of skin and hair. So yes it would actually make it easier to find Payne.
Because it means they didn't actually have to pay him REAL money - saving actual money.
