Why is it rated R?

I've only just seen the trailer on YT and it looks like it was intended to be a PG-13 "family" film. not sure why it was a red band trailer...

So if you've seen it, can you shed some light on it for me?
I want to find a copy but I also want to know what I'm getting into.

Actors who are supposed to be under 16 nearly naked and one scene in which a girl is stripping seductively in front of a decapitated head. A,so copious amounts of gunplay.
