I want to know, too. Something resembling a tiny deep freezer in the attic was the guy's plan for submerging a suitcase full of money wrapped in heavy plastic. What is that and why is it there?

It’s a cold water storage tank, which supplies water to the hot water cylinder and maybe some cold taps in a gravity-fed or vented water system. It’s pretty common in the UK. Maybe not in the US?
