Maybe his being on the dark side of things gives him a more unique insight into the working mind of a criminal, making him more able to fight against them.

I interpreted it as also having to do with the fact that he saw the potential for good in Cranston, and that it could be seen as more morally sound to push a bad man in need to work for redemption into the danger of crime fighting rather than a person who lives their life good/honest so to speak. Not to mention that every time the Tolku succeeds in turning a person, it takes one more big danger/threat out of the world that can't harm anyone else. As he does with Cranston and attempts to do with Khan.
