Without superpower he´s a much more interesting character.

I preffer the first version of the character without his mental powers added by the radio program: I preffer "The Shadow" as a violent vigilante who only use his ability for moving stealthy and his two guns.
And if they wanted Baldwin likeness when he is "The Shadow" looking exactly like on the ilustrations on books and comics it could have been easily explained by the fact that Lamont Cranston use make up and contac lense for hiding his secret identity instead disguised by "mental powers".

I don't think it's the fact that he doesn't have any superpowers that makes him interesting. I think that it's that we know very little about him. He certainly displays abilities that are beyond the lot of most people:

* He can scale up buildings unaided (though he normally uses suction cups).
* He can hypnotize criminals into writing confessions.
* He can mimic anyone perfectly and disguise himself as anyone in a matter of minutes.
* He can change disguise in a matter of seconds.
* He can use his twin pistols simultaneously and can aim like he's pointing his fingers.
* He is amazingly strong; he can lift a grown man with ease.
* He can hide perfectly in the shadows and sometimes appears to people to be a living shadow.

Did he have "super powers" or was he just an extremely talented man? It's not difficult to believe either.
