Isn't it Bob Costas zipping up his pants? And I may really be stretching but it looks like Kurt Loder's eyes looking over the stall, kind of like a Kilroy was here shot?

Yes, it was indeed Bob Costas zipping-de-doo-da in the mensroom scene...his name was, along with those of a number of other real newsmen, listed in the end credits as playing "himself."

Oh, I thought you meant the bathroom scene in the police station. Arguably the best scene in the movie. All three actors just marvelous.

Yes, it is Kurt Loder. On my old tape of "The Paper," recorded off of Showtime, right after the movie there is a Showtime special about it. They interview everybody in the movie, and talk to Bob Costas and Kurt Loder about their cameos.
