Did Richard ask Mr. Dewey for permission to use the pay phone when he first got to the library?
And if he did...why in the heck would he do something like that? Surely a safety-obsessed kid such as him would know how insanely dangerous it is to use a phone during an electrical storm?
This has been bugging me for a while, but since my VCR is broken, I can't watch that part for myself. Please help!

Guess he figured the storm wasn't that bad, or he wouldn't've taken the risk calling...he just wanted to let them know where he was: in the library, just to get out of the storm while biking.
shareAnd also likely wanted them to pick him up, he probably figured once he was with them and he was home he would be safe again.
