Who was he?! And why in god's name was he in this picture?

He played the guy directing the commercial with Michael Caine.

I also don't know why he was in this movie, maybe he's pals with Seagal?

He directed little movie called "Empire Strikes Back".

Kershner also directed the Bond film Never Say Never Again back in 83 in which Seagal was the fight coordinator. They probably became friends then.
