i thot the first one could be about major payne helping another brigade of young men see there true potential. and then in part 3, major paine and his troops from the original movie end up having to go to an actual war. and then it would end up having all the ends tied up and tells you what happened to every character. any thoughts?

Nicely put. I think a good part two would be your part three, where Major Payne and his cadets from the original movie fight in a real war (Iraq or Afghanistan) and stick together as a team. But of course have it as a comedy with some serious parts of course. And have it where none of them get killed or seriously injured, wouldn't want it to end like that!
shareThe best title for a Major Payne sequel would be "Major Payne 2: Back to Killin'" I'd love to see Damon Wayan's character in war scenes with that violent attitude and crazy voice. They should try to get Orlando Brown back as Tiger, it could have some potential.
