Exactly what time period is this supposed to take place in? It's some bizarre 30s/70s infused attire-- and the way they talk... WTF
I always just thought it was set in 1994, but the characters dressed and talked like in the 30s (when the original show took place).

I think its meant to be that way.
The show is set in 1994 BUT the characters dress like they did in the 30s as a tribute to the original Our Gang comedies.
Another movie I can think of that does this is The Brady Bunch movie, but other characters reacted to their strange behaviour whereas the ones in this movie act like it's normal.
