Was the racist's rant aimed at only blacks or was it Hispanics too?

Yes the monkey rant was aimed at Fresh.
But "zoo" is a racist term for any non-white, because non-whites have historically been seen as unhuman savages who can't behave civilized.

I studied the scene and it seems to make sense. Why would Perez be his partner? Simple, Visigoths (all your -ez surnames) are white. They're not Spanish. He even is a white guy pretty much. Not a racist, but a white.
Chuckie was most likely a Delgado though. Though his last name, along with his buddies are never actually specified.

Let me give you an inside lesson in big city law enforcement. Occam's Razor. The least senior officer, the Hispanic is assigned to work with a more senior officer, in this case the white detective. Now a junior officer can buck this, going to a boss and asking for a new partner. But likely they know that old white detective had racist tendendicies. Likely many of them think like he thinks. Then the Hispanic detective risk being ostracized by other cops.

No, the guy respected him as an equal. The North this portrays is a racist one where non-whites are pretty much excluded. The cop, Perez, is a Visigoth (Germanic tribe that conquered Spain in the Middle Ages - giving us surnames like Perez [which was the cop's last name], Sanchez, Gomez, etc). Another Germanic just like the other cop, who is a Sharpe (Lowland Scottish name). The only difference is Sharpe would love "Friends" and hate the word "bro" (hence be anti-Hispanic) and Perez wouldn't. Perez sounds like a white guy too. He is a white guy. Most Hispanics with those surnames are white, but a good amount are also Natives, because Visigoths were the ones running Spain and hence raping all the Native peoples.
