Back then maybe Marisa Tomei?
Betty was really hot in the cartoon.
Tomei won best supporting actress Academy Award (for a comedic role) a couple years prior.
Not a bad suggestion.

If they were going for accurate casting, Tomei would have been a great choice.
Physically, Betty most reminds me of this actress (she's little-known, but I saw her in Crocodile Dundee): https://www.imdb.com/name/nm0582627/

But, honestly, I'm one of the few people who doesn't have a problem with Rosie O'Donnell's casting. Usually I hate significant changes on adapting a two-dimensional character to live-action, but in the context of this film, it made sense that Barney would have a relatively 'homely' wife, seeing how easy-going and secure he was, in contrast to Fred, who was the alpha-male type, and was therefore much likely to be drawn to a more classically attractive woman.
