Were they actually behind on their electric bill?

I noticed that when the electric man told them they were behind, the scene flashed to Tony Eyes, who was watching intently. Do you think maybe he had a say in it, considering how Vic from their house attacked him? Or was it one of those bounced checks that Carolyn was talking about earlier?

could have been tony eyes, but i think it was probably the bounced checks.

It was the bounced checks. Tony Eyes was just enjoying it.

I always thought Tony Eyes had taken their outgoing electric bills to get back at them... Hence the knowing eyes when the guy came to cut off the power.
