Why is this movie so creepy?

I have never seen such a creepy character in a film as Clifford. I don't even think this movie is trying to be creepy. Who is this movie aimed at? Why was it made? I wake up in cold sweats thinking about Martin Short as a 10 year old boy bothering me about Dinosaur World. Pennywise from "It" has nothing on Clifford. That yellow bastard from "Sin City" has nothing on Clifford. After my rant about that nightmarish brat I will have to say this is probably Short's best movie, I must have been the only person who sat through the Jiminy Glick movie, ugh

When I was younger and I first saw this movie, It scared me to death and I was afraid to watch it for several years after. Then I bought the DVD from Target
a few months ago and watched it. Now, it doesn't bother me much anymore. I find it funny and enjoyable.

Clifford:"Any luck with that chocolate?"

Martin: (imitating Clifford)"Any luck with that chocolate?"
