Felix Cortez and Moira Wolfson?

Quite an unconvincing romance, don't you think? Wealthy smooth-talking Latino "businessman" who only comes to the US for a few days at a time hooks up with naive giggly middle-aged woman. Oh wait, she just happens to be an assistant to the Director of the FBI! How convenient that she never suspects a thing... until <click>.

The book handled this one far better. She was a widow with kids and they had met several times over the months preceding the events.

I don't think there would be anything suspicious about it, especially since she lived in Washington D.C. I'm sure in D.C. there are a lot of people who live overseas and come to D.C. a few days each month. That's very likely for a city like that since people might work with the government or have government business. Cortez knew she was the Director's secretary so he targeted her, and like the user mentions, because he knew she was widowed and possibly susceptible to his charms. I don't think she would have seen anything wrong or suspicious about him.

Since he was using her it only has to be convincing from her end.

Spoiler alert!!!!!!

Remember he does not wait until after the sex to do her in. How rude!
That proves that he had no real romantic interest in her.

The Moira Wolfson character was really poorly developed.

Felix was an actual intelligence operative and was playing the "Romeo agent" to penetrate Moira's employer (presumably after penetrating her...). However I didn't quite see her providing much information to Felix or really understand his motivation for murdering her besides her boss being killed in the ambush and him wanting to cut out loose ends.

It was never made clear if she leaked intel to Felix to setup the ambush and its unlikely she's going to do more than say her boss has gone to South America or even Columbia, let alone disclose travel routes or other security arrangements. It feels like there's a scene missing from the film here, perhaps written but not filmed due to runtime constraints (this film runs 2:21) or left on the cutting room floor where she's spilling her guts about office gossip which provides Felix with intel.

Her relationship with Felix provides clues to ID Cortez (the answering machine), but I feel like her character could have been eliminated completely without really losing anything. But if they wanted to keep her, they should have developed her character better. Perhaps a scene with her and Anne Archer where she complains about her lack of a romance life except for this one foreign businessman. And then maybe a bedroom scene with Felix where she's spilling intel.
