Why no drugs?

I haven't read the book, so I don't know if I'm missing something about Flagg's motivations. Why did he take such a hard line against drugs and alcohol in Las Vegas? With the kind of people Flagg attracts, you'd think he'd encourage that sort of behavior.

In the book, a couple of days after Trashy arrived in Las Vegas, a man was freebasing and was crucified. In the charges nailed above the man's head Flagg wrote that drug use impaired the person's ability to fully contribute to the group.

The book also referred to the denizens of Vegas not usually drinking anything stronger than bottled beer because if you did, you might run off at the mouth and saying the wrong thing in Flagg's dominion was dangerous.

When Stephen King wrote The Stand he was a major drug user and alcoholic. Like most addicts, he likely loved drugs and booze and imagined that it was evil to prohibit them, so he had his evil faction use that tactic.
