Tim's ethnic background

I can't figure out if Tim is Black (African-American) or Indian. I thought he was Black at first but on some episodes it almost sounds like he has an Indian accent.

His father (seen in the episode "Going Batty") is African-American; maybe he has an Indian mother?

I think Tim might be African with African immigrant parents. I always thought his accent sounded African, maybe Ghanaian or Kenyan.
