Arnold is actually mentally insane and this whole show is his delusion of his time spent at an insane asylum. Janet is his alternate evil ego. That's why they look so similar.

Think about it. Arnold is way too nice. Janet is a manifestation of all his bad feelings. Ms. Frizzle is his guidance counselor and the classmates are the other people in the ward.
