To all of those who claim Rachel should have told Toss that she still loved him before London consider this little fact:
It's wasn't about timing; it was about availability. Toss wasn't single at the time, he was engaged to get married to someone else; meaning if she told him she loved him while he was in a relationship on the verge of marriage there's little he can do for it. He was not single; he was in a relationship and about to marry.
Besides, if she told him then people online would be blowing up all of these message forums like crazy claiming "Rachel should know by now not to try to force Toss out of relationships and insert herself, what nerve;" BS: Because Rachel never actually forces him out of relationships in reality short of holding a gun at his head, he breaks up with them, or they break up with him of their own accord; nothing to do with Rachel not even Bonnie and Julie. And then they'd be writing "Toss should by now be keeping better company than Rachel and he should pick up on the fact that he shouldn't be listening to her;" Meaning they still believe that Toss is forced to see Rachel everyday; dragged up next to her against his will. It's a falsehood because he chooses to go to her apartment everyday of his own freewill, nobody forces him.
Long story short; had Rachel told Toss that she was still in love with him before his wedding to Emily in England, everybody would be on her about messing with his head and confusing him instead of letting his romance with someone else ride, and she didn't even realize it til she was alone with Phoebe anyways and the ways that Phoebe told her were nothing short of torment and bullying behavior.
