That's what scared me most in this movie- the fact that he stalked Julia, years later. He moved things around, left the window open...little things to torment her. Like Jill said, when something like that happens to you, you know where everything is in your house. You know how many books you have because everything has its place- and you'd notice if it was even slightly out of place.
He actually had more time than most people think to get the kids out of the house. After the last time Julia checks on the children, you don't see them again. During that time, he could have easily sneaked upstairs and grabbed the children. He probably gave them something to sedate them, as fiatlux-1 said. Otherwise, Julia might have heard them cry or scream.
How many more lives? You want another life? Then take ME!
