I'm not familiar with Japanese manga/anime etc, but from what little I've seen/read, there are countless references to genitalia, especially women's (although in this film more male).
Why is this?

It just seems to me that in any other culture, especially in those days, such images would have been banned or something.
Are the Japanese meant to be open with sexuality or something? Or is it the opposite - that they're suppressed sexually in society and therefore "let it out" in art???
I think porn is kind of frowned upon in Japan, so the only way they can get past it is by drawing it.

I believe it is a mixture of both. Japan is considered a masculine culture, with emphasis on career, ambition and material products, so sexuality is on the one hand taboo, and on the other realized in non-physical mediums such as shunga and hentai. They have an interesting balance, really: the ideal is to work in a white collar office job for 10 hours and don't leave until the boss goes home, and then head on down to the local BDSM dungeon to endure sexual torture from an imported caucasian slut. Such is the dichotomy of the vagina in Japan. At one end of the spectrum the vagina is a nurturing image, where you can pay 10000 yen to sit in a glass booth and "gaze into the infinity" for 4 hours, and at the other the vagina is a visual commentary on postmodern existence as you watch it smoke cigarettes and shoot ping pong balls at the ceiling. And is that not what man dreamed of when he first rented out Overfiend?

I know the deciption of male genitalia has been forbidden in Japan for quite some time, but has that changed in recent years? Because there's a lot of hentai where the genitalia hasn't been censored with a mosaic-effect at all. Or maybe they only censor it in japanese versions and then remove the effect for other regions?

Both male and female genitalia is censored in japanese pornography. This makes absolutely no sense given how extreme some of the fetish related material is. There's quite a bit of Jap porn involving the consumption of feces, squid insertions, and various other unnatural and disgusting sexual(and nonsexual) acts. Yet, the ONLY natural and normal thing about these disgusting scenes/movies, the human form, is also the ONLY thing censored.
The Japs are truly screwed up when it comes to what they allow in their pornography. Very bizarre culture for sure.
