Why didn't koopa just evolve everyone? Make them all smarter like he did with the generic comedy relief goofy duo. I may be way off like I said, but surely making everyone smarter would be a given.

Why would a fascist dictator want the population to be intelligent? Look what happened with Iggy and Spike: the moment they were able to form rational thoughts they joined up with Mario and Luigi and starting preaching revolution.

You seemed to miss the entire underlying theme of the film. In order to a dictatorship to work in a utopia the population must be mindless sheep. Like the above user mentioned, once Spike and Iggy got their brains, they revolted.
