1. If Jimmy was considering himself the best cop, would he believe that best cops kill innocent women? If he was killing serial killers and rapists, that would make more sense to his motives
2. How long after the chase accident did it take for when Tom showed up at the trial to testify and wouldn't anyone notice the injuries that Jimmy sustained from the car crash sometime during his wait
3. On the bridge, Jimmy was shown completely uninjured and and walking normal; however, he had a huge limp when he was running from the flashback scene of when he got out of the car (PLOT HOLE)
4. In the car at the beginning of the film, wouldn't his DNA be all over and why was it not talked about how it was dusted for prints or anything?
5. Didn't they try to trace the calls and find out at least what kind of phone it might have come from?
6. With Kesser, wasn't there a thorough investigation, DNA checks, Fingerprint checks? Even on witnesses statement would not be even close to convict one without proof beyond a reasonable doubt.
7. If Nick(Jimmy's Dad) knew who the killer was, why not try to find and stop him himself?
8. If Tom believed a cop or ex-cop was responsible, and had shown reasons why, Internal Affairs would have to do an investigations on all cops to rule out any police suspects

I may have miss understood some of your points but I just watched this last night so.
1. As his brother said, Jimmy always had something wrong with him. I say he knew he was not the best cop, so started hurting women in somekind of revenge for losing his mother when he was young.
2. Jimmy never turned up, that was the point, he was a no show, then at that night he was on the bridge to commit suicide.
3. Jimmy was not walking around, he was balancing off the rail the enite time, they were trying to talk him off but he jumped anyway

1. He was crazy. This was stated in the film by his own brother. I would think the repeated "who was the best cop?" line was in itself an indicator that he was crazy. This question is ridiculous.

3. He healed. I know, amazing. A sore leg can heal in a matter of hours.
4. The guy in charge of the investigation was a murderer covering for his serial killer son. He covered up the evidence. This is f$cking elementary man.

7. His son was the killer, and he let him get away. Then he thought he died, so it was resolved. He didn't believe the new set of deaths were his son, because he thought his son was dead, until the end, when he went and found him at the cabin.

9. I thought the movie made it really obvious that he was a serial killer. We don't ask why serial killers kill, some try to come up with answers, but often it seems entirely inexplicable and always irrational. His brother said it was good in way that he was dead because he knew he was crazy. I don't know why people have so much trouble with this one. Serial killers are a complete cliche' by now, even with TV series' dedicated to only serial killers. Which is completely unrealistic, there are very few serial killers in the world.
The most important thing to know about Striking Distance was everyone on the police force hated Tommy because he turned on his partner who was his Cousin (Jimmy)for Police Brutality and he felt the prime suspect in the original murders was not not guilty, that made it easy for Captain Detillo (Dennis Farina) to cover everything up. By the way, turning on a fellow officer ( correctly of course) was a key theme in another Dennis Farina movie 'Code Of Silence' ( without question Chuck Norris's best performance and he too ( correctly) turned on a fellow officer). Knowing this, is what made it especially easy for Jimmy to set Tommy up for the next set of murders. How bad did they want him for Police Brutality? Internal Affairs even sent Jo ( Sarah Jessica Parker) undercover to trap him (of course, she lies for him). In the final scene you see Tommy and Jo with their daughter ( it has to be at least 5 years later), at his father's gravesite saying " Grandkid Dad." You get the impression that this is the first time that Tommy took her there, so even though Tommy was not only proven not guilty of the second batch of murders ( and was right about the first bunch ( although he did not know it was Jimmy)), the assumption is he and Jo had to start over far away from Pittsburgh.
