Funny movie. Just watched it on TV. So perhaps some scenes were cut in the interest of time

This movie just crowbars jokes in and that is one of the few instances along with Ralph, I guess, of them crowbaring in plot. Regardless, it is quite funny.

The US Navy makes 1-2 stops in Russian ports every year; it's plausible that a Russian naval vessel would stop in San Francisco.

You might see Russian sailor during Fleet Week, but yeah, that was a stretch.

I lived in Alameda for 16 years - we had sailors from other countries participate in our annual July 4th parades. Fleet Week is in the fall in SF (across the bay).

I have seen foreign soldiers and sailors wandering around US cities*. More common when it's a base where they may get training (Leavenworth) or where their foreign missions are located (DC/NOVA) but it happens in other port cities, like NYC. City of SF doesn't get as much heavy maritime traffic, much less naval traffic, outside fleet week so doubtful, but not impossible.

*In fact got shanghaied by some German Jaegers into drinking for a half hour or so once before we could extract ourselves. They were very, very friendly.
