That doesn't make him Russian. Zane was using an H&K, is he German then? The Rebels carried Kalashnikovs, were they Russian?
Kalashnikov weapons are produyced all over the world and used by massive numbers of armed groups.
Most Asian and Former Soviet armies use AKs,however they are a fairly cheap weapon, so like the previos poster said, they are used around the world.
incase you missed it in the movie, the mystery sniper was a panamanian that beckett trained, but he became a mercinary working for the panamanian drug cartel.

I doubt he was in the village when they shot the general, becuase there was not enough time for him to catch up to them if he was in the village at that point, I think he was somewhere close, and after the general was shot, he was told that there were snipers somewhere in that area, and he moved to that area and found them, rembember Beckett Trained him, so he probably was almost has good has beckett. When Beckett came back for the second mission, he probably was told about more snipers, after beckett and the other sniper tried to kill that guy on that boat. He knew what area to look in and he found them.
I would say that the drug cartel was using him has a counter sniper, along with the rebel patrols they had constantly searching the jungle.
