Who shoots Web outside his apartment? He gets shot in the back as the two cars drive off in front of him. Was it Connor who runs from that direction a short time later, or was it the telephone technician who is still in the bucket truck behind him? Or was somebody else supposed to be there?

It was Connor. He did it to save his life. That's why he made him wear the B.P. vest.

Hmm, in that case they should have made it look like he was in more danger, IMO.
