Whose side was Lt. Graham on?

It seemed like he was so set on arresting Eddie and closing the case. Why? Did he know that Sen. Morton was the killer all along?

Also, when Eddie shows up at Web's apartment and then Graham shows up outside, how did Graham know that Eddie was inside Web's apartment?

Graham pretty much didn't care about the case at all and was trying to close it as cleanly as possible, even if the killer remained on the loose. Graham thought that Eddie was the killer.

The department's strings was being pulled by the Japanese but Graham wasn't exactly working for them.
