Was she being tested or set up? *spoilers

On her first mission, she's basically put in an impossible situation. Was this a test or were they just trying to get rid of her since she was such a pain in the butt to train?

They were testing her; if they'd been trying to get rid of her, they wouldn't have wasted all of those resources, they would have simply killed her outright, as the boss-Kaufman-had already stated he would do if she didn't show immediate improvement.

I think it was both - they gave her a mission. If she pulled it off, she graduated. If she failed, she was written off. (If she failed and was arrested, she probably wouldn't have made it to the police station alive)
