I mean first it's like there's a post apocalyptic world,
then she's dead, then she's not dead
and now the government is trying to make her into a super soldier???

To Sharagin:

In the beginning of the movie the main character is a drug addict killing a cop.
She gets sentenced to death, but instead of executing her, they fake her death and tell her they will spare her life if she will "work for the government" (= kill enemies). If she refuses to follow their program they can just kill her, as she is officially already dead and buried.

I don't think the movie shows a post apocaliptic world.

It just shows a grim view of the world - and in the middle of the night.

You don't have to look far to find such areas and everything seems so much colder and more harsh in the early hours.

This movie is about The training and life of a mind controlled MK Ultra slave, being used and abused.
It is wrapped up in a nice Hollywood fashion.
