If u have ever lived in D.C. before 2000 u understand the need for one, besides he was a capital cop (white shirt) backing up metro pd (blue shirts) because anykind of gunfire puts the whitehouse at risk.

Also, notice the silenced sound effect when there's no silencer on the gun. Dumb ass movie.
