You hit one of my small irritations with this movie. That was the poorest example of a stealth murder I had seen in a long time. There is enough light from the screen of a theater to illuminate that kind of movement. Also,dumb and totally irrelevant to the storyline that the judge went to porn movies. (Except as the cheap device to show how some people in power are hypocrites)

And is it even possible to snap someone's neck with a rope? I mean, when they used to hang people they had their whole weight thrown into the equation. The guy barely moved his hands.

No one would notice that quick of a kill while porn is on in the movie theater. The difference between that one and the one near the carnival was that it was out in the open and the gun was loud. When Khamel killed Jensen, Jensen didn't even make a sound or scream for help.
