Judi Dench- Shakespeare in Love
Bette Davis- The Private Lives of Elizabeth and Essex
Bette Davis- The Virgin Queen
Glenda Jackson- Elizabeth R/Mary, Queen of Scots
Anne-Marie Duff- Elizabeth, the Virgin Queen (Masterpiece Theatre)
Quentin Crisp- Orlando (yes, a man baby!)

Cate Blancett is surely the runaway?
Anne-Marie Duff was good, when playing the old queen, but was very samish.
Judi Dench doesn't have a big enough role to say, but if she did, it would have been a scathing one.
