I don't think it has a name apart from "Theme From National Lampoon's Loaded Weapon 1". It's just some generic piece of rock and roll they wrote to parody all those old action movie/hero themes and to save on royalties.
I always thought it had a bit of a "Damn Yankees" sound to it, specifically the song "Don't Tread". (Yes, I owned a "Damn Yankees" album as a child. Fortunately I outgrew it)
As for who performed it I have no idea. Probably just some musicians they hired off the street.
