It was RAMBO III.
No, it's from Jean-Claude Van Damme's Thailand-filmed "Kickboxer" (1989). The fight (Rambo-guy vs. red-shorts guy) is from Rambo III, but in "Kickboxer" they wrap cord around their fists and dip them in glue and broken glass, this is what's parodied in the Hot Shots II scene, instead of glue and glass it's fudge sauce and candies. ^^
