That's the best part of the movie. I saw this movie in theaters when I was, like 8 or 9 and I didn't get the joke but still thought it was funny for some reason. Obviously now its 10X as funny, but the whole situation is great. The boats go so ridiculously close, and the dialogue leading up to it is great. "At first I thought they handed me the wrong dosier...I couldn't believe they wanted this man dead..."

Obviously it helps to have seen Apocalypse Now and Wall Street, otherwise the joke loses some of its punch. I kept expecting the joke to be something like, "Wait, this isn't Cambodia!" when Martin Sheen sees his son. So when, instead, they both shout to each other, "I loved you in Wall Street!" it was so unexpected that it was hilarious.
