When the officer told the helicopter "As soon as you have a clean shot, take him out." Why? I could understand if Kimble was a deadly threat to anyone else out there, but he wasn't. It sounds like the Chicago PD just wanted him dead and out of their hair.
Somebody please let me know if I missed something.
CPD did not know about all of the evidence that the Marshals team discovered about Kimble possibly being innocent. They didn't view the film through the same perspective as the audience. As far as they knew, he was a convicted (and highly intelligent) murderer on the loose. I'd say that calls for excessive force.
Not only that, they also had reason to suspect that Kimble, who was seen by many people on the train, murdered a police officer on the train. They wanted revenge.
In the USA it calls for excessive force. Shoot first, ask questions later.
In the civilised world, no way would an unarmed man be shot on sight.
