When Gerard shot Kimble in the head...

Remember that scene where Kimble got his foot stuck in the bulletproof door, and he tried to pull it out, so Gerard shot him a few times in the chest. Kimble fell down, and then Gerard executed him with a bullet to the head once he was on the ground. Remember, at this point Gerard didn't know the glass was bulletproof. It looked like Kimble fell down because he was wounded from the bullets in his chest. So basically, Gerard decided to execute an unarmed wounded man just lying on the ground. I'm not complaining, I find it funny.

But when he shot Copeland he didn't but a bullet in his head once he was on the ground just to make sure he didn't get up.

It was obvious to me that the bullets weren't going through the glass, so it was probably obvious to Gerard as well. The only person who was too thick to work it out was apparently you.

No, Gerard only realized the glass was bulletproof after he shot Kimble in the head. Watch the scene. https://www.youtube.com/watch?v=nu62hVqf8uE

OK you're right, I apologize. I just watched it on blu-ray a few days ago and I knew the bullets weren't hitting him... but I suppose that's because I saw it in theaters in 1993. 23 years ago I probably thought "omg I can't believe Harrison Ford's character is being shot! Oh..." =P

Kimble was a fugitive from justice convicted of killing his wife in cold blood and Gerard's job was to bring him in dead or alive. He was considered armed and dangerous and he was fleeing justice.

No, he's not like Osama Bin Laden where the orders are to kill or capture him. His job is to capture him, but to kill him if he resists. He can't just kill him because he wants to.
