Its pretty straightforward. D-Fens did the right thing all his life and got nothing from it. A wife who hates him, an estranged daughter who would grow up to hate him. A dead end career wise. Back to living at mommy's.
He is frustrated and fed up with it all. LA in a hot summers day is enough to set him off.
As for a more generalized audience perspective, it is lashing back against the machine. About the endless struggle of man wrestling with his civilized self and his primal self. Having to eat whatever society dishes up, with a smile and asking for seconds or for tipping the table over and smashing the joint up.

Although I was looking for the inspiration behind such a script from the makers. You know whether something is mentioned in the dvd commentary or in some interview / article. It's not just an average script. It took the whole 'frustration' and 'guns used in America for personal outrage' to a cinematographic level without making reference to any other such incident. And this was released in 1993.

I'd call it Bad Day same thing with Crash.
