How long did it take for the police to run the 300 meters on the bridge?

The bridge looks like this one. Is it the same bridge?

It's 420 meters from street to the end of the bridge where the bad guy took his family hostages and 260 meters from the beach to the end of the bridge. That should take 2 minutes to run down with at very slow barely-running pace, and we even see a police car drive down the bridge about the time where the officer reaches the hostages. Later we see a lot of police officers meet the wife and son on the bridge - before the duel! Ergo they knew right away knew that they needed to get to the bad guy. Why didn't they? Even before that they saw people running off the bridge because of the mad gunman.

Later we see the officeres been taken away by the nurses. Meaning that the officer ran to the bridge, killed the bad guy and made it back to the house in that time period. It even were went from bright daylight to dark before he got back to the house.

Now I am totally with the bad guy! He was completely correct. The government workers did jack *beep* in this movie except the police officer and maybe his partner. Everyone else at the police department were bad and stupid people. They didn't listen to the gang-members girlfriend and they all bullied the police officer that actually did know something about police work. The road worker was a horrible human being. The nurses are damn slow. I am getting mad just thinking about this!
