Why did the protester say that to D-Fens? All the people on the street and he singled out him? Did he like his shirt and tie? LOL.

Maybe because he was there and was one of the few who seemed interested in what the guy had to say. Most of the others were just passing by and trying to ignore him. Maybe they saw each other as kindred spirits of a sort.
There seemed to be similarities between Bill and "Not Economically Viable" in that they both had serious grievances against society, although "Not Economically Viable" was engaging in peaceful protest (and being arrested for it) while Bill was engaging in acts of violence and able to elude capture until the very end.
They were also both wearing the same shirt and tie.
