I know this movie was taken in 1993. But when I was a kid I thought it was taken place in 1993. Then I watched it the other day and it looked like it was in the '50s. Am I correct?

No I don't think it took place in the '50s.

George Wilson drove an '90-'91 Mercury Grand Marquis.
I do think however they tried to make it feel '50s retro. The Wilson's house is like a '50 time warp and in the scene with the attic Dennis was looking at one of Mr. Wilson's '50s girlie magazines.
