Because after Home Alone it was like all he could do was write slap-stick scenarios for "villains" to be beaten down Wanrer Bros. cartoon style.
When that Sam guy is pulled to the ceiling by the rope and the train and it tugs harder on him and he's like making this demonic moaning as his body is stretched, I actually shuddered. Nasty and sadistic!

And funny so what if john hughes put a villain in this movie he was funny and when he asks dennis "what do you do different when he's tying him up was funny.

I think he wanted to copy his Home Alone formula here. Did the same thing with Baby's Day Out.
