When the protagonist of the movie is entirely passive you got a problem.

Batman doesn't do *beep* in this movie.

What do you mean by that? Batman does plenty. He is active from the get-go when you see him storm Chuckie Sol's office and bust up his men.

He does nothing.

Becoming Batman: not his decision.

Does he capture the Phantom? Does he capture the Joker?

No.

And so on.

Andrea was Bruce's excuse not to become Batman. Not to belittle her as a person, and I'm sure he loved her, but he could have gone after her. He didn't, and chose to become Batman.
