Did I see this movie?

In 1993, I was about 7 years old. I remember seeing a movie, about a day repeating itself in a timeloop, that wasn't Groundhogs Day. I also remember that the title of the movie was a time. But I thought it was rented, not seen on TV. I also vaguely remember it turned out that the guy was repeating the same day over and over again because of some (presumably bad) guy building a machine called The Accelerator or something and the main character got trapped accidentally. He breaks the loop at the end by preventing the guy from firing the machine but it explodes or something and the bad dude disappears into the machine (presumably to die or also repeat time). I also remember the other movie being more of an action/thriller then a comedy, but that was 14 years ago. Is this the same movie? Or am I thinking of another?
